Replacing a Damaged or Mutilated Passport
Passports that are damaged or are in poor condition should be replaced, regardless of the remaining validity. Applicants will need to appear in person at the Consulate in order to replace a damaged passport. For security reasons, damaged passports may be retained by the Consulate depending on the circumstances.
Applying to Replace a Damaged Passport
Please note the following requirements in order to replace a lost or stolen passport:
- The applicant must appear in person.
- The damaged or mutilated passport.
- a valid passport from any other country

a valid driver’s license with photograph

a national identify card with photograph

a valid U.S. or State government identity card

a U.S. military identity card

Two identical passport photographs. The Consulate cannot accept any photographs that do not meet the specified requirements. For those requirements, follow this link to Passport Photo Specifications.
Fees
The fee for a replacement for a damaged passport is $100. This fee may be paid in U.S. dollars (please ensure the bills are not torn) or in Israeli shekels at the current exchange rate. Payment can be made in cash or credit card only. No personal checks are accepted.
Delivery
The Consulate no longer accepts self-addressed, stamped registered mail envelopes for in-person applications. When you come to the Consulate for your appointment, you will need to complete an envelope from one of two contracted courier services. The courier service will either deliver your documents directly to your chosen address, or call you for pick-up at one of their centers.
The delivery time for a full-validity passport is generally two to three weeks. Emergency passports are generally available for pick-up the afternoon after the application was submitted.

If you are a visitor to Jerusalem, the West Bank, or Gaza, and need a new passport to complete return travel to the United States, you should come to the Consulate during public hours, Monday through Friday, except Wednesdays, from 815AM to 1130AM, and complete a “Request for Emergency Services” form available from the receptionists at the Consulate’s entrance. You should also bring a confirmed copy of your return itinerary. A Consular Officer will review the request and decide whether it should be considered an emergency.
