First-Time Passports

Applicants Over 16 Years Old

First-time passport applicants over the age of 16 will need to apply in person and submit evidence of both citizenship and identity.  Passports for those over the age of 16 are valid for ten years.   

What is Required for the Appointment

Please read the following and follow the instructions carefully.  Failure to follow these instructions could result in significant delays in processing your application.  Note the following requirements:

  • The applicant must appear in person.  Please note that there is no mail-in option for a first-time passport applicant.
  • Proof of U.S. citizenship for the applicant, which can take the form of:
    • a birth certificate issued in the United States
    • a Consular Report of Birth Abroad
    • a U.S. Certificate of Citizenship
    • a U.S. Certificate of Naturalization
    • a passport of your U.S. citizen parents in which you were included
    • a foreign passport showing entry into the United States on an immigrant visa (under the Child Citizenship Act of 2000)
  • Proof of identity, which can take the form of:
    • a valid passport from any other country
    • a valid driver’s license with photograph
    • a national identify card with photograph
    • a valid U.S. or State government identity card
    • a U.S. military identity card
  • Two identical passport photographs. The Consulate cannot accept any photographs that do not meet the specified requirements. For those requirements, follow this link to Passport Photo Specifications.
  • Name change documentation (if applicable).  If you have changed your name, you will be required to furnish an official name-change document issued by the Israeli or Palestinian Authority Ministry of Interior that clearly shows the original name and the new name.  If the official name change certificate is not in English, you will need to translate the forms in advance.  This does not need to be an official translation.  You can prepare unofficial translations yourself using the attached translation form. In cases where the name changed through marriage, the marriage certificate is sufficient proof.   

Fees

The fee for passports for first-time applicants over the age of 16 is $100.  This fee may be paid in U.S. dollars (please ensure the bills are not torn) or in Israeli shekels at the current exchange rate.  Payment can be made in cash or credit card only. No personal checks accepted.  

Delivery

The Consulate no longer accepts self-addressed, stamped registered mail envelopes for in-person applications.   When you come to the Consulate for your appointment, you will need to complete an envelope from one of two contracted courier services.  The courier service will either deliver your documents directly to your chosen address, or call you for pick-up at one of their centers. 

The delivery time for a passport is generally two to three weeks.
