Grant and Funding Opportunities

Public Affairs Section Small Grants Program

The Public Affairs Section of the US Consulate General Jerusalem runs a Small Grants Program designed to assist Palestinian organizations in carrying out programs in several priority areas. These priorities include, but are not limited to:

  • Improving mutual understanding between Palestinians and Americans
  • Improving English language teaching among Palestinians
  • Increasing cultural exchanges between Palestinians and Americans
  • Increasing the capacity of Palestinian Civil Society organizations to work on areas of mutual US-Palestinian interest, such as youth/women’s empowerment and development of an independent media
  • Facilitating Palestinian participation in academic conferences held in the US or run by US institutions

The grants can be awarded in amounts up to a maximum of $5,000. Applications that include cost sharing, creative techniques to reduce costs, and multiple partners will receive favorable treatment. Organizations wishing to submit proposals to the Public Affairs Section should prepare a project description and budget, and submit them by e-mail to Souhad Dahdal at dahdalsj@state.gov. Proposals should include the following information:

  • What do you propose to do?
  • Why does this need to be done?
  • How will you do it? Please include details of how the program will be carried out.
  • Who will be the beneficiaries?
  • What is the connection to the US, and why should the Consulate fund it?
  • What is the deadline by which you need a response?
  • How much will this cost? Include a detailed budget, including cost sharing, and steps to reduce potential costs to the minimum.

The Public Affairs Section considers all requests received, and provides a written response. While we encourage organizations to submit proposals, we regret that we cannot fund all requests received. We look forward to hearing from you.

Ambassadors' Fund for Refugees

The State Department’s Bureau of Population, Refugees and Migrations announces that grants are available to support refugees through the Ambassadors' Fund. Grants are intended to respond quickly to critical, low-cost gaps in refugee assistance and protection, and projects should try to meet gaps in ongoing refugee programs that can be filled by local non-governmental organizations and are not already being addressed the United Nations High Commissioner for Refugees, other UN agencies, or nongovernmental organizations. MEPI Request for Applications (RFA) and Special Program Announcements (SPA)


Media RFA -- The Office of the Middle East Partnership Initiative (MEPI) has an open competition for projects to advance free and independent media. The purpose of this request for applications is to provide needed technical and material assistance to independent media outlets in the region for the continued support of media reform efforts, with a focus on underserved local priorities in particular countries. This competition is open to local, privately-owned media outlets (print, broadcast, and new media) that are committed to public service-oriented programming and to objective, locally-oriented content. MEPI Small Grants

The Middle East Partnership Initiative (MEPI) periodically has an open competition for small grant and cooperative agreements applications that support democratic practices and institutions, empower women and youth to participate in public life, encourage good governance programs, and/or promote the rule of law. Awards typically range from $10,000 to $25,000. The deadline for 2006 has been extended! Please click HERE for more information.
